Modellbasierte Schätzung von Armutsgefährdung in den Bundesländern

Die Armutsberichterstattung in Österreich und der Europäischen Union beruht auf Ergebnissen von EU-SILC, einer jährlich durchgeführten Haushaltserhebung. Die Situation besonders exponierter Bevölkerungsgruppen sowie die regionale Verteilung von Armutsgefährdung kann bei Anwendung klassischer, direkter Schätzung aus den Erhebungsdaten häufig nur ungenau beschrieben werden. Dieser Beitrag diskutiertdie Relevanz alternativer Modellschätzer anhand kleinräumiger Ergebnisse für österreichische Bundesländer. Zunächst wird anhand von in der Arbeitskräfteerhebung verfügbaren Merkmalen zur Erwerbstätigkeit und Haushaltssituation ein soziales Schichtungsmodell formuliert. Unter Verwendung der EU-SILC-Daten werden die spezifischen Gefährdungswahrscheinlichkeiten mittels logistischer Regression bestimmt und anschließend auf die in der Arbeitskräfteerhebung gewährleistete genauere Abbildung der Grundgesamtheit projiziert.
